The man who was filmed launching into an expletive-filled tirade against a Republican poll greeter during Virginia’s election on Tuesday has been identified as a contractor for the Department of Health and Human Services (HHS).
Marco Polo, an "opposition research group for the American People," confirmed through "facial [recognition] tools" that the man filmed outside an Arlington polling station is 54-year-old Brendan Anthony Martin.
Martin’s LinkedIn states that he has worked as a technical advisor through the consulting company ICF for the Adoption and Foster Care Analysis and Reporting System (AFCARS), which works under the HHS' Children's Bureau, since November of 2020. He also did a stint at AFCARS between July of 2018 to July of 2019.
According to the AFCARS’ website, it was established "to provide data that assists in policy development and program management. Data can be used by policymakers at the federal, tribal, and state levels to assess how many children are in foster care, reasons why they enter, how they exit, and to develop strategies to prevent their entry into foster care."
Martin was also listed as a presenter for a March 2023 presentation on the implementation of AFCARS 2020.
For around 15 years, the majority of this time spent under the Obama administration Martin worked as an applications developer with Computech, an NCI Company, as a contractor with the Office of Management and Budget of the Executive Office of the President.
Martin has made a number of donations through ActBlue to Democrat campaigns, including Biden’s presidential campaign, Elizabeth Warren’s presidential campaign, and Democrat Virginia Rep Jennifer Wexton’s campaign.
Martin has also been seen heckling at Trump administration events, including one in 2018 where Trump held a "Celebration of America," with Martin reportedly yelling from the crowd, "stop hiding behind the armed services and national anthem. Let’s hear it for the Eagles," according to the Daily Mail. An invitation for the Philadelphia Eagles, who had won the Super Bowl that year, had been rescinded by Trump.
At an Arlington polling station on Tuesday morning, Martin approached poll greeter and Arlington County Republican Committee Chairman Matthew Hurtt, stating "You f*cking people tried to overthrow the election."

"You expect me not to take that f*cking personally? You f*cking try to overthrow elections with violence and then you’re out here among decent people, what do you have to say for that?"
"You try to steal my vote next year, I’m gonna f*cking remember you personally," the man later added, saying that he was going to take a picture of Hurtt.
