Violent trans-identified male child rapist moved to women's prison in Washington

A violent trans-identified male pedophile has been transferred to a women’s prison in Washington after starting to identify as a woman while behind bars, reports Reduxx.

Jolene Charisma Starr, who was convicted in 1995 of two horrifying assaults on young girls, has been transferred to the Washington Corrections Center for Women (WCCW) where approximately 12 trans-identified males are already housed, according to a source within the prison. The transfer occurred some time within the last few months.

Starr, 57, is serving an “exceptional” 30-year sentence for the rape of an 11-year-old girl in her home in 1993, and the attempted kidnapping of a 9-year-old from a park in 1994.

The 1993 violent assault was described in an appeals record as involving “a high degree of pre-planning, sophistication and premediation.”

Starr had posed a a telephone repairman in order to gain access to the girl’s home while her parents were away. The violent pedophile overpowered the girl as she tried to run, forced her to the floor. Starr had brought panties and ordered the girl to put them on, then cut them away with a knife and attempted to penetrate her vagina. When the girl said that it hurt, the violent male pedophile who is now housed in a women’s prison turned her over and anally raped her.

Starr then ordered the girl to shower before vaginally and anally raping her again. When the brutal attack was over, Starr ordered the girl to shower once more, and then threatened her not to tell anyone what had occurred. Taking the cut panties and the condom worn for the assault, Starr left.

According to Reduxx, a year later, in August 1994, Starr tried to kidnap a 9-year-old girl from Yost Park in Edmonds, but the attempt was thwarted by the courageous actions of three young girls who witnessed the event.

The screams of the 9-year-old caught the attention of two sisters, aged 10 and 12, and their cousin, aged 10. The group of girls leapt to the 9-year-old’s aid, grabbing hold of her as the violent pedophile tried to drag her out of the park. Starr was claiming to be the girl’s father, but the brave little heroines didn’t believe him.

Starr fled after the girls claimed the victim’s mother was in the park. The descriptions provided to police by the three witnesses led to Starr’s arrest and police were able to match the blood found under the fingernails of the 9-year-old from when she had scratched him during the struggle with the serial predator’s blood.

This led to Starr being handed an “exceptional” 360-month prison sentence for first-degree child rape, first-degree child molestation, and first-degree kidnapping. An unsuccessful appeal attempt was made in 1998.

It is not known precisely when Starr began to identify as female as there is no mention of gender identity in any records and the predator is consistently referred to as male in all previous court records.

According to the source within WCCW, even the trans-identified males housed in the women’s institution are concerned about Starr’s presence.

“Even the trans ones are saying he’s dangerous and they know him from men’s units,” the source told Reduxx, referring to the pedophile as “a really violent sex offender and “the worst one yet” to be transferred to the facility.

“It’s going to be like Scotland. They [male inmates] will all catch on how easy it is and move to WCCW,” the source added. “His crime was the most sexually violent I’ve seen of the transfers. He clearly is deviant and has a malevolence towards women.”

The source says there are almost a dozen trans-identified male inmates housed at WCCW.

“Of the 11 on my list of trans inmates at WCCW, 9 have crime against women and children. That’s 81 percent,” he explained. He provided Reduxx with a list of names of the trans-identified males verified to be at the women’s facility.

In 2021, a whistleblower revealed that there were 150 males seeking transfer to the women’s estate following the implementation of Washington’s gender self-identification policy.

A number of violent males have been transferred to the women’s institution since then, including serial killer Donna Perry, who was convicted of murdering 3 women in a 4-month period but claims to have killed many more; Brett David Sonia, serving a sentence for the exploitation of a young girl; and Nathan Goninan, serving 10 years for the murder of 17-year-old Jessica Franklin.

In response to the 2021 whistleblowers, a federal judge ordered a limit on the information about trans-identified male inmates being released to the public.

The order prohibited the Washington Department of Corrections from releasing records regarding any complaints against transgender inmates housed at the WCCW after reports of sexual violence at the prison.

A year later, the state introduced a bill to limit the disclosure of information regarding the transgender status of inmates, and despite strong opposition from women’s rights groups such as Women’s Liberation Front (WoLF) and Keep Prisons Single Sex, the bill became law in March 2022.
