President-elect Donald Trump spoke with Joe Rogan ahead of the presidential election in November and warned about the potential for devastating wildfires in California. Trump blamed the state's lack of forest maintenance and poor water policies for creating the conditions for a mass conflagration.

The two men were discussing California's water and environmental policy when Trump said that California officials told him, during his first presidential term, that the state did not have enough water "because the water isn't allowed to flow down" from Canada.

Trump added, "It's got a natural flow from Canada all the way up north, more water than they could ever use. And in order to protect a tiny little fish, the water up north gets routed into the Pacific Ocean. Millions and millions of gallons of water." He  remarked that this has left many California forests "dry as a bone" in the fire-prone state.

Fire hydrants in the region have been running dry due to a lack of water supply as the region has been struck by wildfires. The fires that began Tuesday have already claimed its first casualities, as well as massive property damage. Tens of thousands have been evacuated from their homes.

Trump warned about the dangers of allowing dried brush and leave sit in California forests, which could lead to other wildfires. He spoke to California Governor Gavin Newsom about this during a previous wildfire, telling Newsom to clear the forest floor of dead leaves and trees that could be kindling were someone to light a match. California policy prioritizes the environment.

California, Trump said, spends "billions of dollars a year ... on forest fires," adding, "And, you know, there's a case with the environment. They're not allowed to rake their forest because you're not allowed to touch it."

In order to prevent fires, Trump said, "All they have to do is clean their forest, meaning rake it up, get rid of the leaves ... and dead trees that have fallen."
