In one instance, a person said, “$7 a signature, $5 a signature, $10 a signature.”
The footage, published by O'Keefe Media Group with the Citizen Justice League, documents 28 instances of individuals offering money, cigarettes, or marijuana to homeless individuals on Skid Row in exchange for signing petitions or registering to vote.
According to the video, some petition circulators instructed individuals to use false addresses. In one clip, a person is heard saying, “Oh, you can just fake an address,” while another says, “You can just put Pinocchio Lane.”
The investigation also alleges that some individuals collecting signatures were paid per signature, with rates ranging from $5 to $10. In one instance, a person said, “$7 a signature, $5 a signature, $10 a signature.”
The footage further shows individuals who appear unfamiliar with the petitions they were signing. In one exchange, a person offering compensation said, “We gon’ give you $2.”
The video also references the Weingart Center, a nonprofit organization that has received public funding. Individuals identified as employees were allegedly recorded directing homeless individuals to locations where petition circulators were operating.
One individual is heard saying, “Most time they be right across the street, under that tree… Monday through Friday.”
The investigation found that some workers advised individuals to claim ignorance if questioned. “See they say ignorance is no excuse for the law. But a lot of times, I have to say, ‘I didn’t know, I had no idea,’” one person said.
O’Keefe’s report also alleges that Populus Inc. was involved in circulating petitions tied to measures funded by companies including Uber, Delta Air Lines, United Airlines, and the American Hotel & Lodging Association.
Under federal law, 52 U.S. Code §10307 prohibits vote buying, while California Election Code §18603 makes it illegal to provide compensation in exchange for voter registration or petition signatures.
